This may also be a problem testing the MOH with a cell phone. The
digital-analog conversation with cell providers is notorious for distorting
MOH. Make sure you are not testing the MOH via a cell phone.

Maybe you picked marches :-)
Start with a phone with BGM turned on and apply the music source at
the lowest volume and increase the volume. If you get choppy at the
lowest setting, you probably have KSU issues, if you don't, then find
the volume that has no distortion. I don't recall that there is any
on-board adjustment for music on a Panasonic system, it's all in the
music source.
