the td's don't ring until the second ring if caller id is enabled, per 
co. (co settings) 
in dil 1:N, the choices are immediate, 1, 3, 6, no, and disable ring, 
per co.  (port settings)

if caller id is enabled, that adds one ring to the above. 

no idea on the ta, but this might help you find the setting.
