KX-T: 911 calls

The only possible way is through ARS, if it will work for 911.  However, ARS
will then be active for all calls with the CO line being selected after the
number is dialed.

In the context of a KX-TD816 or KX-TD1232, is there a way to force 911 calls
to go out a certain CO line, or set of CO lines, even if the user presses a
button for a different CO line?
